We can neither confirm nor deny that this information is held. Confirming or denying may reveal information about the council’s IT infrastructure that could aid a motivated threat actor to carry out a successful cyber-attack against the Council. On this basis we consider that the information is exempt from disclosure on the grounds that Section 31(1)(a) of the Freedom of Information Act 2000.
Do you outsource your security management to a third party (managed security service provider)? If so can you disclose the name of the managed security service provider. When does the current service contract from the current managed security service provider end?
The Council’s security management is not outsourced.

How many cyber security breaches has your organisation had over the past 2 yrs?
We believe that information relating to any successful cyber-attacks which the Council may or may not have experienced is exempt from disclosure under Section 31(3) of the Freedom of Information Act 2000 – ‘Law Enforcement’. This is because disclosure places the organisation at risk of fraud and crime. Council networks and systems hold information about individuals and, therefore, the possible chain of events resulting from releasing this information could put individuals, and authorities, at risk of criminal activity.
