Climate Emergency, Transport Plan and Street Lights

1. Has the council declared a climate emergency?

2. Is there a councillor at Cabinet level who is a Climate Champion?

Councillor Andrea Davis is the Cabinet Member with responsibility for Climate Change, Environment and Transport.

3. Does the council have a Local Transport plan? If so, does the plan include a carbon budget as defined as a cap on the amount of greenhouse gases emitted?

The County Council produced its Local Transport Plan in 2011 (covering 2011 – 2026) and it did not include a carbon budget. The Department for Transport has recently published its Decarbonising Transport Strategy and is seeking local authorities to refresh their Local Transport Plans and include transport improvements that will deliver quantifiable carbon reductions. Guidance will be published later this year; however, we have a strong basis for this refresh through the extensive engagement and analysis that has fed into recommendations, goals and interventions within the Devon Carbon Plan.

4. How many council housing properties are there? Of these, how many are currently an Energy Performance Certificate E or higher? How many are an Energy Performance Certificate C or higher?

Devon County Council is not responsible for council housing, therefore this information is not held. Please contact the relevant district and unitary authorities for more information.

5. How many council-owned car parks are there? Of these, how many electric vehicle charging points have been installed?

There are 14 county council-owned car parks in total (10 staff car parks and 4 Park & Ride car parks). Seven of the 14 county council-owned car parks are available to the public.

There are three EV charging points in staff car parks: one at County Hall, Exeter, one at Ivybank and one at Ryefields.

6. How many street lights are there? Of these, how many lights are LED?

Devon County Council has approximately 89,600 street lighting units with approximately 48,000 using LED lighting technology.
