Can you let me know who is responsible for the upkeep and repair to the surface of Bridleway 22 in Bickington, North Devon?
As a public right of way, it is maintainable at public expense by Devon County Council. However, Devon County Council’s responsibility relates to its use as a bridleway – and so a standard appropriate for walking, horse-riding and cycling. If the path is also used for additional rights (e.g. private, vehicular rights), the landowner and/or owner of other properties benefitting from these other rights may apply to have the surface upgraded at their cost.
