Residential parking in Carlton Road and Whitchurch Avenue

Regarding the recent proposal of residential parking in Carlton Road and Whitchurch Avenue (S7), please confirm;

1. why it has taken so long for this proposal to be brought to our attention after so many years and

The proposals have been progressed in line with the prioritisation of residents parking requests set out by the Exeter Highways and Traffic Orders Committee, and subject to the available resources of the council.

2. why the letters were sent out after the consultation date of the 5th of March, this is not good practice nor does it give a fair consultation period to the residents concerned?

In accordance with the legislative process, the consultation period was originally planned for 21 days (5 March until 25 March 2026).
When it was identified that the consultation documents were delayed at the printers, it was too late to delay the start of the consultation without significant additional expense. However, it was possible to amend the documents and extend the closing date by an extra week, until the 2 April 2026. It is therefore considered that the residents had at least 21 days to consider the proposals and respond, which is in line with the process the Council must follow.
