Camera installation Topsham Road / Barrack Road, Exeter

Please provide all records and documents related to the installation of a red light camera at the junction of Topsham Road and Barrack Road. Specifically, I request the following:

1) All planning applications submitted in relation to the installation of the red light camera at the aforementioned junction. 

The installation of traffic and speed cameras is not a development as defined in the Town and Country Planning Act. Neither planning permission nor permitted development rights are required.

2) Correspondence between any involved parties, including internal communications, consultations, and meetings, regarding the decision to install the camera.

All recorded road traffic injury collisions are investigated annually. This Casualty Severity Reduction process includes identifying any clusters of injury collisions for investigation and potential safety interventions. A cluster is defined as having 5 or more injury collisions occurring within a 50m radius, over a five year period. In 2023 for the five year period covering 2018- 2022. The Topsham Road junction with Barrack Road was identified as a potential cluster site. Clusters site locations are published annually by map at Collision and Casualty Data – Roads and transport.
