Devon County Council (DCC) commenced the development of Local Transport Plan 4 (2026-2040) in June 2022. Internal work remains underway on this document.

The latest draft LTP4 includes targets or performance indicators relating to:
c) – Reductions in the volume of carbon dioxide emissions from road or surface transport in your area (or any part of it).
LTP4 has a key target of reducing carbon emissions from transport to contribute to Devon’s overall net-zero by 2050 carbon target, as set out in the Devon Carbon Plan.
d) Reductions in casualties, casualty rates or other quantified improvements in safety for pedestrians and/or cycle users. The strategies and action plans making up Devon’s LTP4 are underpinned by the Vision Zero South West targets to cut road deaths and serious injuries to zero by 2040 and to reduce current numbers by 50% by 2030.
As the rest of the LTP4 document is in development, other measures are not yet determined.
