Household waste and recycling

1) Please state the number of household waste and recycling centres operated by or operated by sub-contractor on behalf of your local authority in each of the last five financial years, and the current financial year to date.

Please provide a list of these units operated by or operated by sub-contractor on behalf of your local authority, including address.

Devon County Council provides/operates 19 Recycling Centres. Full details, including addresses can be found via this link: https://www.devon.gov.uk/wasteandrecycling/centre/
There has been no change in these details over the last 5 years, except Lyndown which closed in March 2014 (please see our response to Q2 below).

2) Please state the number of household waste and recycling centres operated by or operated by sub-contractor on behalf of your local authority that were closed by your local authority in each of the last five financial years, and the current financial year to date.

Please provide a list of these closed by your local authority.

There has been 1 site closure in 2013/14 (Lyndown Rural Skip Site, Lynton)

3) Please state what charges have been introduced, or increased, at each of the household waste and recycling centres operated by or operated by sub-contractor on behalf of your local authority in each of the last five financial years, and the current financial year to date.

Please also state when increases were introduced, and for which forms of waste charges were increased.

4) Please state whether opening hours have been reduced at each of the household waste and recycling centres operated by or operated by sub-contractor on behalf of your local authority in each of the last five financial years, and the current financial year to date, stating when reductions were made, and what reduction in opening hours was made.

Prior to April 2014, the opening hours for all sites were:-

Opening Days All year round (except Christmas Day, Boxing Day, and New Year’s Day)
Summer (April – Sept) Winter (Oct – Mar)
Monday to Friday 8.00am – 6pm 8.00am – 4.30pm
Saturdays and Sunday 10.00am – 6pm 10.00am – 4.30pm

With the exception of South Molton HWRC which was open:-
Opening Days All year round (except Christmas Day, Boxing Day, and New Year’s Day)
Summer (April – Sept) Winter (Oct – Mar)
Thursdays & Fridays 8.00am – 6pm 8.00am – 4.30pm
Saturday and Sunday 10.00am – 6pm 10.00am – 4.30pm

From 1st April 2014, the opening hours of all sites changed to:-

Opening Days All year round (except Christmas Day, Boxing Day, and New Year’s Day)
Summer (April – Sept) Winter (Oct – Mar)
Monday to Friday 9.00am – 5pm 9.00am – 4.30pm
Saturdays and Sunday 10.00am – 6pm 10.00am – 4.30pm

With the exception of South Molton HWRC which was open:-

Friday 9.00am – 5pm 9.00am – 4.30pm
Saturday and Sunday 10.00am – 6pm 10.00am – 4.30pm
Monday 9.00am – 5pm 9.00am – 4.30pm

A further change occurred to the South Molton HWRC from 1st April 2017 which was:-

Opening Days All year round (except Christmas Day, Boxing Day, and New Year’s Day)
Summer (April – Sept) Winter (Oct – Mar)
Saturday and Sunday 10.00am – 6pm 10.00am – 4.30pm

The income received by the Council (which partly offsets the cost of service provision and disposal of non-household waste) is:-

2013/14: £19,440.91
2014/15: £26,112.63
2015/16: £149,226.59
2016/17: £136,843.74
2017/18: £116,191.99
2018/19 (to October 2018): £87,458.41
