Some information has been redacted in grey. This is because the information is exempt from disclosure under Section 40(2) of the Freedom of Information Act 2000 (Personal Data). Devon County Council (DCC) cannot disclose personal information if releasing it would contravene any of the provisions in the UK General Data Protection Regulation. In this instance, release of this information would contravene the first data protection principle and therefore the information is withheld.
2. In addition, I would like to know what the cost of each of those repairs has been.
We do not hold information on the cost of these repairs. Charging and paying for defect repair is not based on individual defect locations, but the cost of labour plant and materials for a given geographical area for the billing period.
3. In addition, if the information is available, please provide the decision making process to undertake short-term patches vs complete repairs given the nature of this being a major route out of Exeter. Would the cost of undertaking a formal long term repair have been more of less than the number of minor patches that only last a few months?
Devon County Council have a legal duty to keep the highway network safe. Details around how we achieve this can be found in our Highway Safety Policy.
The policy includes our approach to formal safety inspections, including their frequency dependant on the maintenance category of the highway, and also the defect investigatory criteria that needs to be met to trigger a risk assessment, which in turn will determine a suitable response. The investigatory criteria we use to determine actionable safety defects aligns DCC with many authorities across the country, and forms part of our risk-based approach, which sees us maintaining a safe network, whilst balancing funding and resource. You are also able to read more about our general approach to managing our extensive highway network in our Highway Infrastructure Asset Management Plan, including how we prioritise planned maintenance.
The road surface surrounding the gully in question on Bonhay Road has been subject to previous repairs in order to keep users of the highway network at this location safe, in accordance with our Highway Safety Policy. Repairs will have undertaken in accordance with specification requirements and agreed standards for the type of repair and road category in question. Where repairs have been made on a more urgent timescale these may have been on a temporary basis, pending a complete patch repair at a later stage. We are aware of an issue at this location where the outfall of the gully is blocked. A larger scheme (244627576) has been proposed to rectify the situation and we hope to secure funding for this in the 2025/26 programme.
