Kingskerswell Parish Council reported the planned use of temporary traffic lights on Torquay Road between 23rd September 2023 and 24th February 2024. To what works does this refer?
These are works being undertaken by Wales & West Utilities commencing on 11 September 2023 and completing in February 2024. The works are part of a regulatory requirement upon the gas industry (Iron Mains Risk Reduction Programme) to replace all legacy metallic gas mains with new more sustainable material and to replace or transfer services along the route.
Can you also let me know when it is planned to cut the banks between Kingskerswell and Torquay as the paths are now overgrown making it impossible for mobility scooters, prams etc. to pass.
Devon County Council only carries out planned grass-cutting on highway verges in areas that are key to maintaining visibility, such as at junctions, laybys, and the inside of bends. The aim of grass-cutting is to keep the highway safe and to maintain visibility for all road users.
If a highway verge is reported as overgrown and obstructing the clear passage of pedestrians or cyclists forcing them off the footway or cycleway we will take action in accordance with our Highway Safety Policy
Landowners and occupiers are required by law to trim any hedge or vegetation next to the public highway where the growth is preventing the passage, or affecting the safety, of the highway user.
When an obstructive hedge or vegetation is identified next to a public highway we will send a letter to the landowner detailing what work is needed to be carried out to make the vegetation safe as stated in The Highways Act 1980. If the landowner does not deal with the obstruction we have powers do the work and claim back the cost.
The footway between Kingskerswell and the County Boundary will be inspected and action will be taken as above if appropriate.
