Martyn’s Law: early years settings to fall under ‘Standard Tier’

The UK Government has confirmed that under the newly enacted Martyn’s Law (The Terrorism (Protection of Premises) Act 2025), all early years settings will be classified under the Standard Tier, regardless of their capacity.

This means that even if fewer than 200 people are expected on site, early years providers are encouraged to adopt proportionate safety measures to prepare for and respond to potential terrorist threats. The Standard Tier requires settings to implement basic procedures such as evacuation, lockdown, and communication plans — but does not mandate physical security infrastructure.

A 24-month implementation period is now underway, with free training and guidance available to support settings in meeting their responsibilities.
