Ordinarily Available Inclusive Provision (OAIP) Framework

Devon County Council has been working closely with parents, children, young people and schools to develop a framework to promote consistent Ordinarily Available Inclusive Provision (OAIP) across all primary and secondary schools in Devon.

Ordinarily Available Inclusive Provision (OAIP) refers to the inclusive provision and practice that all Devon schools and settings can provide for all children and young people, including those with SEND, from their own resources. The framework brings together the simple, every day, low-cost, low-resource things that schools do which make a big difference to all children.

This framework is intended to support schools and settings to reflect on, develop and communicate their inclusive provision. It will also support parents, children and young people to better understand the support that can be provided in their local mainstream school.

Following schools’ feedback at the SEND Conference, the Ordinary Available Inclusive Education Framework will go live on 8th July, so that schools can share it with their staff before the next academic year.

The Ordinarily Available Inclusive Education framework will set out:

  • Expectations that children and young people can have of their education setting to provide high quality, inclusive practice and what this looks like for all children and young people
  • Approaches, provision and practice that is helpful to all, harmful to none and crucial for some
  • Strategies that anticipate and therefore prevent common barriers for learning and support equity of access to the curriculum for all
  • Simple adjustments and additions that teachers can make to their practice to enable positive learning environments for all students, in line with the teaching standards.

The second part of the framework focuses on Ordinarily Available Targeted Support for pupils with SEND. This is under development and will be shared later in the year.

We know that there is a lot of good work being done in schools and settings across the county and that staff often go above and beyond to support their students. We hope you will support us to build on this good practice.
