Summary of Matter or Issue Requiring Decision:

To award the contract for the haulage and composting of South Hams District Council’s garden waste to the company detailed in section 2 below.

Decision Taken:

Award the contract for the provision of service detailed in section 1 above to the below organisation.

South West Composting Limited, Spriddlestone Farm, Spriddlestone, Plymouth, PL9 0DW

Company Registration Number and legal form: 7782678-Limited company.
The service will commence on 8th March 2021 and expires on 31st March 2031 with option to extend the contract by periods totaling a maximum of 10 further years.

Summary of Reason(s) for Decision Taken:

An Open tendering procedure was followed in accordance with the Public Contracts Regulations 2015.

In response to the Authority’s invitation to tender, five tenders were received, of which one was rejected as it imposed conditions on DCC’s requirements. The remaining four tenders were evaluated in accordance with the procedures set out in the invitation to tender. The evaluation process identified company in section 2 above to be the preferred bidder.
