Summary of Matter or Issue Requiring Decision:

The award of fee uplift for Community Based (non-residential) adult care services 2024-25

Decision Taken:

Integrated Adult Social Care Heads of Service considered the options presented and approved the recommendation made to apply a rate of 4% across all elements of community based (non-residential) care and support purchased by the Council.

Summary of Reason(s) for Decision Taken:

Devon County Council sets an annual uplift rate considering the impact of inflation on provider costs.

The 4% is in line with November / December 2023 percentage for CPI.

Following due consideration of the inflators, and market conditions, the Decision Maker reached the decision set out above.

Summary of Alternatives or Options considered and rejected:

Consideration was given to reflecting the investment already made into the personal care banded rate over recent years and apply a differential. However this was rejected as national and regional benchmarking does not reflect the market conditions in Devon.

To make a consistent award based on CPI as at November / December 2023, acknowledging the local and national economic landscape. This option was accepted, it gives due regard to the financial pressures being experienced by providers.
