Summary of Matter or Issue Requiring Decision:

Decision to award the Authority’s contract for treatment of organic sweepings waste – CP1238-15 (OJEU Reference – 2016/S 013-018888), following an OJEU competitive procedure with negotiation tendering process.

Decision Taken:

To award a contract to the below organisation for the provision of the above service.

The service will commence on 1st April 2017, for an initial period of five years, with an option to extend for a maximum of four further years.

Summary of Reason(s) for Decision Taken:

The decision has been taken on the basis of the service provider achieving the highest score for both their quality submission and tendered rates for the delivery of the service in accordance with the contract.

Summary of Alternatives or Options considered and rejected:

A competitive process was undertaken as part of which two bids were received which were considered as part of the formal evaluation process as set out in the procurement documents.

 

The tendering process had allowed for a negotiated procedure to take place, in the event that the Authority considered post-initial tender negotiations to be necessary.

 

Since DWML Holdings Ltd ’s initial tender met the requirements of the contract fully, it was recommended that the Authority would award the contract without going into the negotiation phase.
