Summary of Matter or Issue Requiring Decision:

Decision to award the contract for CP2242-22 – Flexible Purchasing System (FPS) for the provision of Homelessness Prevention, Young People’s Housing-Related Support for 16-17 Year Olds and Care Leavers

 

Also the decision to award the 3 initial call off Mini Competitions which were carried out alongside the tender for the FPS following a  Light Touch Regime tender process in accordance with the Public Contracts Regulations 2015.

Decision Taken:

To award a contract (Subject to due diligence) to the below organisation(s) for the provision of the above contract.

The FPS will commence on 1st May 2023 until 30th April 2028.

Young People’s Supported Accommodation – 3 year initial term (1st May 2023 – 30th April 2026) with an option to extend for a further 2 x 12 months. (1st May 2026 – 30th April 2027) and (1st May 2027 – 30th April 2028)

Emergency Beds – 2 year initial term (1st May 2023 – 30th April 2025) with an option to extend for a further 3 x 12 months. (1st May 2025 – 30th April 2026), (1st May 2026 – 30th April 2027) and (1st May 2027 – 30th  April 2028).

Young Parents – 2 year initial term (1st May 2023 – 30th April 2025) with an option to extend for a further 3 x 12 months. (1st May 2025 – 30th April 2026), (1st May 2026 – 30th April 2027) and (1st May 2027 – 30th  April 2028)

Summary of Reason(s) for Decision Taken:

The decision has been taken based on the supplier(s) achieving the highest overall score within a best value tender (combination of whole-life costs and quality) in line with the European Procurement Directives award procedure of Most Economically Advantageous Tender (MEAT).

Summary of Alternatives or Options considered and rejected:

A competitive process was undertaken from which 9 bids were received these were considered as part of the formal evaluation process. 1 bid (Bridgwater YMCA) were excluded from the mini competition Block 1 – Young people’s Supported Accommodation and were not evaluated further. This was due to failure in meeting the tender requirements of completing document ‘Appendix 5a – Pricing Schedule Block Contract 1 – Financial Breakdown’. This meant that the organisation did not submit a completed tender submission.
