Officer Decisions

Head of Adult Commissioning and Public Health - Tim Golby

Summary of Matter or Issue Requiring Decision:

Decision to extend the contract for CP929-13 Devon County Councils Contribution into Homelessness Prevention and Support Contract 18+.

Decision Taken:

The contract extension will commence on 01/04/2020, for the period of 12 Months.

Alabare Christian Care and Support
Exeter YMCA Housing Association
Sanctuary Housing Association T/A Sanctuary Supported Living
Westward Housing Association

Summary of Reason(s) for Decision Taken:

The decision has been taken on the basis of wishing to provide market stability and continuity of service delivery as we continue negotiations to devolve these commissioning arrangements into locally connected management groups with better cross-cutting accountabilities for rough sleeping and homelessness prevention.

Summary of Alternatives or Options considered and rejected:

There is currently a lot of pressure upon homelessness services, with both Exeter and Barnstaple being national outliers in drug and homelessness related deaths. Providers are also reporting that the complexity of need is increasing among those who are homeless. The option of ceasing our contribution or devolving it without proper measures and agreements in place is likely to put homeless people at greater risk.
