A decision to award a construction contract.

Decision Taken:

The decision to award the Construction Contract to ISG for:

North Devon Enterprise Centre (ERDF & LEP-funded) and
Sitewide Infrastructure Works

at Roundswell South Business Park following a 2-stage Mini Competition under the Southern Construction Framework and open book pricing.

The contract has a total value of£6,953,020.70 comprising £4,927,281 for 1 and £2,025,740 for 2 above.

Summary of Reason(s) for Decision Taken:

See the attached Contract Award Recommendation Paper.

The recommendation to award is based on an assessment that the tender represents reasonable value for money and provides compliance with the Client brief.

The Contract Value is within the available budget allocated in DCC’s Medium Term Capital Programme for Roundswell South Business Park, with a reasonable allowance for additional items/contingency.

Summary of Alternatives or Options considered and rejected:

Following assessment of available procurement routes, the preferred route (a 2-stage competitive process through the Southern Construction Framework) was undertaken.

At Mini Competition Stage 2, 3 compliant bids were received and assessed as part of a formal evaluation process. ISG were elevated to status of Preferred Contractor for the Works Contract, and awarded a Pre-Construction Services Agreement for the design stage, culminating in the submission of Contractor Proposals and open-book tender.

The tender is within the available budget and following evaluation by NPS and the Client team, ii is recommended to accept and award contract. The alternative of rejecting this tender and re-procuring is therefore not considered expedient/necessary.
