Summary of Matter or Issue Requiring Decision:

Decision to award the contract for CP2515-24 – FPS for Extra Care Services in Devon and the four mini competitions underneath this:

  • SC1 – Castle Ham Extra Care Service
  • SC2 – Douro Court Extra Care Service
  • SC3 – Haydon Court Extra Care Service
  • SC4 – Quayside Extra Care Service
Decision Taken:

To admit the following providers to the FPS:

  • 4Me&U (Lot 1 and 2)
  • Agincare (Lot 1)
  • Care Outlook (Lot 1 and 2)
  • Cera Care (Lot 1 and 2)
  • GP Homecare (t/a Radis) (Lot 1 and 2)
  • My Way (Lot 1 and 2)
  • Somerset Care (Lot 1 and 2)

 

To award the four service contracts to

Cera Care Operations Ltd

Crown House

Stephenson Road

Severalls Industrial Park

Colchester

CO4 9QR

 

for the provision of Core Care and Support and 1:1 Care Services, which will commence on 16th December 2024

Summary of Reason(s) for Decision Taken:

The decision has been taken based on the FPS suppliers achieving the minimum score required to be admitted to the FPS.

 

The Service contracts were awarded on the basis of the highest overall score within a best value tender (combination of price and quality).

Summary of Alternatives or Options considered and rejected:

A competitive process was undertaken from which 56 bids were received. Of these 10 were taken forward for assessment for the FPS.

 

Upon successful admittance to the FPS, 6 bids were taken forward for assessment for SC1 and five bids were taken forward for SC2,SC3 and SC4

Details of any conflict of interest and dispensation granted to the Officer taking the decision or by any Member of the Council in delegating responsibility for any specific express delegation:
