To award a contract (Subject to due diligence) to the below organisation(s) for the provision of the above contract. The contract will likely start on Monday 16 May 2022, for the period of 10 years. Gamma Energy Limited The Minster Building Great Tower Street London EC3R 7AG
The decision has been taken based on the supplier(s) achieving the highest overall score within a best value tender (combination of whole-life costs and quality) in line with the European Procurement Directives award procedure of Most Economically Advantageous Tender (MEAT).
A competitive process was undertaken from which 7 responses were received. 1 bid was rejected based on the reason that the requested documents had not been submitted, so DCC was unable to evaluate the submission and was therefore unable to consider this bidder for this contract. The remaining bidders tender submission were considered as part of the formal evaluation process.
A quality evaluator was removed from the evaluation panel before evaluating quality, but after they had been sent the quality responses, due to a potential Conflict of Interest. This Conflict of Interest came to light after they read one of the quality responses. They were replaced by another evaluator.
