Decision for Devon County Council to lead the Procurement of CP2014-20 Child Death Overview Panel (CDOP) and Joint Agency response (JAR), via a Single stage process. This is on behalf of Devon County Council, Cornwall Council, Council of the Isles of Scilly, Plymouth Council, Torbay Council, NHS Devon Clinical Commissioning Group and NHS Kernow Clinical Commissioning Group (the Child Death Review Partners).
To approve the recommendation for Devon County Council to lead the procurement, but with the intention to novate the contract to NHS Devon Clinical Commissioning Group at the agreement of the Child Death Review Partners within the first 2 years of the contract term.
The decision has been taken on the basis of:
- ensuring consistency of approach to the CDOP arrangements, for which Devon County Council are currently the lead commissioner,
- to ensure new contract can be procured, awarded, and implemented by 1st April 2022 to ensure Devon County Council and the CDR Partners fulfil their statutory obligations with respect to child deaths.
Discussions with NHS Devon Clinical Commissioning Group (as the largest contributor to the proposed contract) have been held to explore them leading the procurement. Due to the continued impact of Covid-19 and the response work being required of the CCG, this option was rejected to avoid delays to the procurement and risks this would pose.
