Summary of Matter or Issue Requiring Decision:
Integrated Highways Management System Renewal
Decision Taken:
To renew the I Ways contract with WDM Ltd through a G Cloud agreement. It is proposed that the contract details and requirements mirror the current arrangement. ( G Cloud is a procurement platform that consists of a series of framework agreements with suppliers, from which public sector organisations can buy services without needing to run a full tender or competition procurement process.)
Summary of Reason(s) for Decision Taken:
The option will offer stability for users and embed efficiencies in how highways operate.
In June 2024 an annual user survey was published. The results evidenced positive feedback from users with the existing supplier.
A G-Cloud contract length is 2 + 2 years. This would enable the first break point to be aligned to the Term Maintenance Contract expiry, offering flexibility on future ICT decisions (the future delivery model has not yet been defined).
The current system is heavily integrated with data visualisation systems. This supports decision making, which would be maintained.
Extensive work is currently ongoing to integrate to DCC’s new financial system, Unit 4. The proposed solution enables that investment to be fully realised.
Some of the systems, such as maps showing works, are displayed on websites to the public. This option enables consistency to our customers who use those services.
Summary of Alternatives or Options considered and rejected:
Due to the timescales available, there is no viable alternative option that would offer betterment.
The evidence from the user survey confirmed the current software is fit for purpose.
