Yelverton War Memorial to Milton Coombe 30mph speed limit extension

This response to a previous FOI request includes a multi-agency speed complaint action review form (WD0128). With reference to the Abbey Close and Jubilee Drive developments situated on the road between Yelverton War Memorial and Milton Coombe, this states: ‘At the time of construction of the developments, the extension of the [30mph] speed limit was considered, but it did not meet policy requirements at the time.’

I am seeking clarification of the above. Under the Freedom of Information Act 2000, please provide:

(1) The assessments, evaluations, or justifications made concerning whether to extend the 30mph speed limit on the road between Yelverton War Memorial and Milton Coombe

(a) at the time of the Abbey Close development and

(b) at the time of the Jubilee Drive development. Please treat each development independently in your response, given their different timelines.

(2) Any documentation (including internal emails, technical notes, reports, minutes, consultations, or sign-off records) relating to the conclusion that the extension ‘did not meet policy requirements’ for either development.

(3) Any recorded information held that identifies how the following factors were considered in reaching the above conclusion (a) road geometry and engineering, (b) road function, (c) composition of road users (including existing and potential levels of vulnerable road users), (d) existing traffic speeds, and (e) road environment.

If no written records or assessments exist for either development period, please confirm this explicitly and explain how the determination was made in each case.

Devon County Council has received only one request for an extension of the speed limit, rather than separate requests when each development was built. This request was received in 2021 when Jubilee Drive was being developed. The Traffic Regulation Order request received did not specify an extent, but the road, even with Abbey Meadow and Jubilee Drive constructed would not meet policy.
