Upcott Hill maintenance and inspections

Please can you send me:

A copy of your current road maintenance policy relating to that road. Please send me the full policy, including details of the intended frequency of road safety inspections, how these should be conducted and the maximum time between identification of a defect and repairs being carried out.

This information is available in our Highway Safety Policy

Also, if this is a driven inspection, what evidence there is that this is sufficient to detect defects sufficiently.

Section 8, of the Highway Safety Policy sets out details. Our approach in this regard is in accordance with national codes of practice and aligns with other highway authorities.

A copy of the road repair history for that road over the past year. Please send the full road repair history, including:
Dates of all safety inspections between 11th August 2020 to 11th August 2022, including dates and times these were carried out.
Details of how safety inspections were carried out, walked or driven, speed of vehicle etc.
Details of all carriageway defects identified, with description, date and time and photos where possible
Details of how the authority handled these defects, what repairs were undertaken and the time between the identification of each defect and a repair being carried out.

This information can be seen here

Specific times in relation to start and end of inspections are not captured and therefore this information is not held; however, any defects captured during inspections will have timestamps recorded against them.

Section 8, of the Highway Safety Policy sets out details on how safety inspections are carried out. Inspections will be undertaken at a speed that is appropriate the type of road being inspected, i.e., on urban roads in populated areas this will be slower than on main roads in less built-up areas.

Any photos taken of defects can be found here

Please also send details of any and all reports by members of the public using the authority pothole reporting website from 11th August 2020 to 11th August 2022.

This information can be seen here

Does the Council have a policy, as suggested by the Well-managed Highway Infrastructure – A Code of Practice, section A.5.7.7, regarding increased inspections?  If so, could you please provide this to me.

In accordance with our Safety Policy the planned inspection frequency is related to the maintenance category of the road.

Our reactive highway repair service uses data from highway inspections and reported highway defects to supplement the inspection and repair process with a programme of reactive patching and spray injection repairs on the worst affected sections of road.
