The Devon Climate Assembly considered the use of such schemes which resulted in 62% of its members supporting them. However, assembly members were concerned about how these could be implemented fairly across Devon in ways that would not disadvantage people living in rural areas who had a greater reliance on private cars for mobility. This led to Action T24 to Review the potential for congestion charges and low emission zones in appropriate areas across Devon on a place-by-place basis, giving consideration to local impacts and likely effectiveness. The link to the location in the plan is Devon Carbon Plan – Devon Climate Emergency. However this has not been taken forward.
