Please may you provide me some data on TROs across the Exeter district. I would like to know how many enforcements have been taken against people in each street (if that is not possible by each zone will be ok). Can it also be divided by the issuer (no names, any obfuscated ID would be fine)? If possible can you can provide any coordinates of where the enforcements were issued.
I’d like the last 5 years worth of data please.
Please see the following link Traffic Regulation Orders across Exeter 2018 – 2023 for the last five years from 15 November 2018 where there were 153,754 Penalty Charge Notices (PCNs) issued on roads in Exeter.
We consider this information is exempt under Section 40(2) of the Freedom of Information Act (Personal Data). Devon County Council cannot disclose personal information, if releasing it would contravene any of the provisions in the Data Protection Act 2018. In this instance we believe that the release of this information would contravene the first data protection principle and therefore Section 40(2) is applied.
Are you able to identify enforcements against people that have parked incorrectly outside their own house?
Devon County Council believes compliance with this request would exceed the appropriate cost limit under Section 12 of the Freedom of Information Act 2000 which is £450 or 18 hours of officer time. We would need to look into every one of the 153,754 PCNs mentioned above to cross check the address (which won’t always be held unless they have appealed the decision). We estimate this would take roughly 5 minutes to cross reference each PCN with their home address (if held) and therefore 153,754 x 5 minutes = 12,812 hours which exceeds the 18 hours of officer time.
