Sustrans / Sustrans Scotland Funding

Q1. How much direct cash funding has your local authority received from Sustrans (and/or Sustrans Scotland) in the last three financial years?

Please give a breakdown for each financial year up until April 6, 2021. Please state if Sustrans is managing funding from the national Government or a transport authority (or any other authority) over those three financial years (making clear whether that is separate to the ‘direct cash funding’ in the first part of the question).

The County Council has received no direct cash funding from Sustrans in the last 3 financial years.

In August 2020, Sustrans delivered an innovative road calming scheme in Exeter, which was funded primarily by the Road Safety Trust Fund but with a £10K capital contribution from Devon County Council (DCC) and officer support (see Traffic-calming dragon Devon County Council News Centre)

The concept had been developed through Sustrans engagement with the school through the Access Fund (see details below).

Q2a. How many staff have been ‘seconded’ to your local authority by Sustrans/Sustrans Scotland in the last three financial years? If possible, please state the length of those secondments, the days per working week and whether those secondments are continuing to this day.

Zero staff have been ‘seconded’ to DCC; however, 2.6 staff per year have been ‘hosted’ annually by DCC over the past 3 financial years, funded from the Government’s Access Fund programme

Q2b. Can you give the cost the council contributed to such secondments for each financial year. If that is shared with Sustrans can you let me know how much Sustrans contributed (again, for each financial year)?

As per Q2a, staff have not been ‘seconded’ to Devon County Council but using Access Fund monies, the County Council has procured services from Sustrans to support its delivery of the Access Fund programme as follows:

Q2c. Can you say what projects they have worked on for each financial year?

Sustrans staff have supported the Access to Education – School Travel support project (part of the Access Fund programme), i.e. working in schools in our three core settlements of Exeter, Newton Abbot and Barnstaple to encourage increased uptake of active travel through a variety of behaviour change initiatives.

Q3. Have any Sustrans/Sustrans Scotland employees who were seconded to the council then been subsequently employed full time by your local authority in the last three financial years? How many for each financial year? If possible, can you say what role (if any) they have taken?

No Sustrans employees have subsequently been employed by Devon County Council.
