3: What are your minimum room sizes and property requirements e.g., is an open plan kitchen suitable? do you require all ensuites and a separate living and dining ?

Within our Supported Living Market Position Statement, we outlined a need for the following:

  • A need for more affordable 2-bedroom properties with outside space has been captured to enable live in/ night support and any required adaptations to be possible.
  • More affordable One-bedroom properties with own bedroom, bathroom/wet room, kitchen, and living/dining area.
  • To increase the supply of affordable alternatives to shared houses to meet demand across the housing market, including core and cluster arrangements.

We are currently in the process of developing a set of accommodation standards for Supported Living schemes. It is Devon County Council’s intention to work with Supported Living providers and landlords to co-produce accommodation standards. In the meantime, the expectation is that the minimum requirements outlined below need to be met for the accommodation provided as part of Supported Living schemes.

  • Compliance with Houses in Multiple Occupation management duties and licences,
  • Decent Homes Standards (Decent Homes Definition & Guidance 2006),
  • National Statement of Expectations

Also in Autumn 2024, it is anticipated that the government will publish a formal consultation regarding the new Supported Housing (Regulatory Oversight) Act, which is likely to include a set of standards.

4: What type of supported living services are needed in (your local authority, learning disabilities, mental health, section 117, section 17, informal?

Our Supported Living Market Position Statement is based on analysis of a wide range of gathered intelligence which includes feedback, data, and future demand projections. Below is a selection of key headlines from this intelligence:

  • People have told us that the supported housing available to adults of working age in Devon is limited as is experienced across the whole of Devon therefore one of our intentions is to increase the supply of affordable alternatives to shared houses to meet demand across the housing market, including core and cluster arrangements.
  • Projected Supported Living demand volumes between 2024 -2030 is based on the number of individuals supported within the market currently but also POPPI and PANSI demand predictions. This intelligence predicts a steady increase in demand year on year to 1,258 individuals by 2030. It also indicates that the primary support need of individuals accessing this service will remain as Learning Disabilities. Mental Health support will also remain a key support need in this market.
  • Geographically data also suggest that Exeter, East Devon, North Devon, Teignbridge, and Torridge will continue to represent the highest volumes of demand. The estimated growth between 2024-2030 again is steady with varying levels of increase across Devon.
  • Feedback received tells us that properties and support in smaller more rural towns with good transport links are needed e.g.,across East Devon including Honiton, Crediton, Exmouth as well as Tiverton, Okehampton, coastal areas in the South, and areas of North Devon e.g., Ilfracombe.
  • A need for more affordable 2-bedroom properties with outside space has been captured to enable live in/ night support and any required adaptations to be possible. One-bedroom properties are also challenging to arrange due to current accommodation availability.

6: What type of services are you looking to commission now, for example is it Supported Living18-65 for people leaving long term inpatient treatment?

We are keen to talk to providers who are interested in developing the below alternative housing models/ specialist provision.

  • Support for individuals with lower care and support hour needs, to develop life skills and support pathways for individuals promoting independence.
  • Support to individuals who find it difficult to manage a tenancy or live in a shared property where without that positive support there is a risk of homelessness and instability
  • New housing models offering focused support to all age groups but especially young people transitioning from Children’s services aged 17+ e.g., flats and larger housing models for young adults offering on site/floating support but also an opportunity to have their own front door.
  • Support for individuals presenting with complex care and support needs to understand market solutions that can be explored.
  • We would encourage market development for older people, which is currently supporting 4% of the market, with no support in the East of Devon. We want to explore other specialist services in Supported Living settings, including dementia services and supporting individuals with complex health and support needs.
