Stibb Cross to Shebbear road

Please supply the following information for the current fiscal year and preceding ten fiscal years relating to the stretch of highway between the junction with A388 at Stibb Cross (W3W location ///talent.ambushes.traps) and the village of Shebbear at Battledown Cross (W3W location ///feel.receiving.bristle)

1. the official designation and classification of the highway (or sections of, in the case of more than one categorisation applying);

3. a complete list of any and all Highway Safety inspection dates (by section if more than one inspection category);

All C roads have an annual SCANNER survey in one direction that is carried out by WDM. So, in a 2-year period the whole section in question will have received a full survey. SCANNER is a very complex vehicle with multiple detection devices that looks at texture, ride quality, cracking and edge deterioration in extreme detail. The last SCANNER inspection on this section was carried out on 20/06/2024. This type of survey will guide us towards major surface treatment schemes only and not smaller safety related Schemes. Information is not held on the cost of the survey of this road, as the information held relates to the costs of surveying roads countywide.

We carry out the SCANNER survey on all of our network as follows

• A, B and C class annually in one direction so a 2 year process to survey it all
• Unclassified 50% annually in one direction so a 4 year process to survey it all

We also carry out SCRIM (skid resistance testing) and Deflectograph (structural condition) annually on the A Class network. More information on the 3 surveys can be obtained by visiting our contractor’s website

We have interpreted this question to refer question 5 above.

The SCANNER data is assessed yearly and will be interrogated in the coming months as part of a countywide assessment to create new schemes.

7. a complete list of all works carried out with full details (including costs, identifying the works which were funded from capital or revenue (or government pothole or surfacing funds), and whether carried out by the Term Maintenance Contractor (including its subcontractors), or by other direct contractors to Devon County Council Highways.

Repairs larger than 0.5 sq. m are capital funded, smaller repairs are revenue funded. The County Council does not hold information on the cost of individual highway safety defect repairs. Charging and paying for defect repairs is based on cost of labour plant and materials for a given geographical area for the billing period.
