Speed Camera Rydon Lane

I have been advised that a camera was installed on Rydon Lane in July 2023 to monitor speeds. I would like to know exactly where the camera was installed, the dates/times it was in operation, and the outcome of the data gathered.

Two Speed Detection Radars were installed in Rydon Lane in July to monitor traffic speeds on both sides of the dual carriageway, very close to the overbridge near Quarry Lane.  The radars monitored traffic for 24 hours a day, for 7 full days, during the week beginning Wednesday 7th July.

When the council assesses traffic speed surveys results it looks at the Mean (average) speed and the 85th percentile speed averaged over 7 days of continuous data. For information, the 85th percentile speed is a widely used statistical metric which provides an accurate estimation of the speed at which most vehicles are travelling at the survey location. It can be defined as, “the speed at or below which 85 percent of all vehicles are observed to travel past a monitored point”. It is used by traffic engineers throughout the industry for a number of reasons, including the setting of speed limits.

The results of the surveys showed that:

  • Northbound Mean Speed was 22.1mph and the 85th percentile was 36.9mph.
  • Southbound Mean Speed was 25.8mph and the 85th percentile was 39.2mph.

These results were then assessed to consider whether they met the criteria to be passed to the joint Devon County Council and Devon and Cornwall Constabulary Speed Compliance Action Review Forum.

Following the assessment and analysis of the results, it was concluded that no further action would be taken at this time.

I would like to know if any other traffic monitoring has taken place along the same stretch of road, ie Rydon Lane from Middlemoor Roundabout down to Countess Wear Roundabout for the last five years. If so, then can I please have that information.

Devon County Council can confirm that they have not undertaken any other traffic speed surveys in Rydon Lane, between Middlemoor roundabout and Countess Wear roundabout, in the last five years.
