Special School Placement Panel

Please provide dates for meetings of the Special School Placement Panel for 2023 and 2024, together with the terms of reference for the Special School Placement Panel.

Please also provide the:
1) the average timescale for transfer of students from mainstream to special schools following consideration of requested amendments to Education Health and Care Plan (EHCP) where a request has been made and considered by the Special School Placement Panel.

Devon County Council believes compliance with this request would exceed the appropriate cost limit under Section 12 of the Freedom of Information Act 2000 which is £450 or 18 hours of officer time.  It would take roughly 15 minutes to check every child who entered a specialist setting to find date of when amendments were requested and date when they entered a special school or individual setting – we would also need to check if the request was agreed and when. At roughly 6000 reviews (6000 x 15 minutes = 1500 hours) this would therefore be over the 18 hours of officer time.

2) the percentage of students who have moved from mainstream to special schools following consideration by the Special School Placement Panel.

Devon County Council believes compliance with this request would exceed the appropriate cost limit under Section 12 of the Freedom of Information Act 2000 which is £450 or 18 hours of officer time. There were approximately 2000 change of placements for children with EHCPs and each one would take at least 5 minutes to be checked individually (2000 x 5 minutes = over 166 hours) and is therefore over the 18 hours of officer time.
