Devon County Council believes compliance with these requests would exceed the appropriate cost limit under Section 12 of the Freedom of Information Act 2000 which is £450 or 18 hours of officer time. This is because we do not hold a centralised record of the figures requested. As such, we would need to manually check each and every invoice received, against each payment date to ascertain if the payment was late. We would also need to analyse automated payments relating to residentials and nursing placements.
