For the requests for assessments for care and support from new clients in 2015/16 and 2016/17, please provide the average (arithmetic mean) time in days between the request for assessment and the assessment being completed, as well as the longest and shortest wait experienced by any individual in the table below:
Longest wait (days) | Shortest wait (days) | Arithmetic mean wait (days)
2015/16 | 608 | 1 | 28 |
2016/17 | 476 | 1 | 35 |
These figures are based on the performance indicator that we calculate (NI132). We have extracted the results from all the forms where there was an expected service outcome.
For the requests for care and support from new clients in 2015/16 and 2016/17, please provide the average (arithmetic mean) time in days between the assessment and the commencement of the planned care package, as well as longest and shortest wait experienced by any individual in the table below:
Longest wait (days) | Shortest wait (days) | Arithmetic mean wait (days)
2015/16 | 294 | 1 | 13 |
2016/17 | 351 | 1 | 20 |
These figures are based on the performance indicator that we calculate (NI133). We have extracted the results from all the forms where there was an expected service outcome.
For the requests for assessments for care and support from new clients in 2015/16 and 2016/17, please provide the average (arithmetic mean) waiting time in days between the request for assessment and the assessment being completed, as well as the longest and shortest wait experienced by any individual, by route of access:
Route of access | Longest wait (days) | Shortest wait (days) | Arithmetic mean (days)
Year | 2015/16 | 2016/17 | 2015/16 | 2016/17 | 2015/16 | 2016/17 |

Other (including prison) | 111 | 243 | 1 | 1 | 23 | 30 |
These figures are based on the performance indicator that we calculate (NI132). We have brought the Route of Access into the PI to break this data down in the categories requested. We have extracted the results from all the forms where there was an expected service outcome.

According to the council’s policy, how often should people receiving long term care and support receive a planned review of their care and support plan?
The Council should carry out a planned review at least annually or as the person’s need change. This is under the Care Act 2014. We can carry out 6-8-week checks of the person’s care and support after initially starting the care or adjusting it based on a change in needs.
What percentage of adults receiving long-term care and support, received a planned review within the timeframe set by the council’s care and support plan review policy in 2015/16 and 2016/17?
Answer | |
2015/16 | 44.1% |
2016/17 | 38.4% |
The above percentage was extracted from the relevant years SALT return – using the figures from the LTS001c table (Long Term service clients in receipt of services for 12 months or more) compared to LTS002b where there was either a planned or unplanned review in period for the clients from the LTS001c table.
How many carers requested an assessment for support from the council under the Care Act 2014 over the course of 2015/16 and 2016/17?
Answer | |
2015/16 | 5,238 |
2016/17 | 4,158 |
The above number was extracted from the relevant years SALT return – using the Table 1 figures from the LTS003 table for the relevant period.
According to the council’s estimate, how many carers are currently resident in the council area?
86,595
Of the carers who requested an assessment for support under the Care Act in 2015/16 and 2016/17, please provide the average (arithmetic mean) waiting time in days between the request for assessment and the assessment being completed, as well as the longest and shortest wait experienced by any individual in the table below:
Longest wait (days) | Shortest wait (days) | Arithmetic mean wait (days)
2015/16 | 352 | 1 | 66 |
2016/17 | 328 | 1 | 31 |
The figures were extracted from the relevant years SALT return – using the Table 1 figures from the LTS003 table for the relevant period. Using the duration of the carers assessment to calculate the figures above.
Of the carers who requested support under the Care Act in 2016/17, please provide the average (arithmetic mean) waiting time in days between the assessment and commencement of the planned support, as well as the longest and shortest wait experienced by any individual in the table below:
Longest wait (days) | Shortest wait (days) | Arithmetic mean wait (days)
2015/16 | |||
2016/17 |
Devon County Council does not currently calculate this for Carers assessments, to calculate this for this group, we would need to take the carers assessments and try to match these to relevant carers / cared for services. This would need to be done for each assessment in the period and across both the Carer / Cared for. We estimate that to carry out this exercise per individual assessment would take 1 minute per form. Therefore, to conclude this exercise for all 5,238 and 4,158 assessments would take approximately 157 hours to complete.
Under the Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004 public authorities are not obliged to comply with requests which exceed the cost limit of £450 (equating to 18 hours of time). For this reason we believe that Section 12 of the Freedom of Information Act applies (cost of compliance exceeds the appropriate limits).
