Short Breaks for 16 and 17 year olds

Please could you provide your assessment framework for Short Breaks for 16 and 17 year olds accessing Disabled Children’s Services.

1) Please provide details of the assessment, for those accessing support, which is undertaken by Devon County Council’s Disabled Children’s Targeted Support Team to consider the support which is necessary for the Council to provide.

Please see a draft of the assessment relevant to 16 to 17 year olds who are assessed by Devon County Council’s Disabled Children’s Targeted Support Teams.

2) Please provide an example of any resource allocation system or tools used to inform the decision making and provision of short breaks by Disabled Children’s Targeted Support Team.

Please see this example draft of the Decision Support Framework used by Disabled Children’s Service.  This is subject to change and review.

3) Where possible please provide key links to the legislation and guidance which underpins the above framework.

The assessment and provision of services to disabled young people and their families is complex and impacted upon by different legislative responsibilities and regulatory guidance.  Working Together to Safeguard Children 2023 provides a broad context of many of the main elements which should be carefully considered in conjunction with the Children and Families Act 2014 and accompanying guidance.
