Can I please request the following:
1. An immediate reassessment of the tree stump’s condition and verification of the branch clearance against UK highway standards.
Surgery has now been ordered under reference ELM-IVY2531225 for the remaining part tree to be removed.
2. Expedited action to remove the stump and trim the vegetation to restore safe and unrestricted HGV access.
The issue regarding the partially remaining tree has been addressed under question 1. Overgrown vegetation is dealt with differently as specialist tree surgery qualifications are not required to cut back vegetation. Our Neighbourhood Highway Officer has sent a notice under reference ENQ251854527 about the vegetation to the landowner recently and following a further site has confirmed no action has been undertaken by the landowner. As we will already have surgeons on site dealing with the partially remaining tree, we have asked them to attend to the overgrown vegetation at the same time.
3. A detailed response outlining the specific steps Devon County Council will take, including a firm timeline for resolution and any interim measures to mitigate the current impact on my business.
The surgery order has been made with a 20 day deadline. Our surgeons have confirmed they have this planned for 25 June 2025.
4. If the landowner continues to be unresponsive, confirmation of the council’s authority to intervene directly to resolve this matter without further delay.
The answers to questions 1-3 illustrates how we are intervening and the action we have taken.
5. I request all correspondence, including emails, letters, and notes, between Devon County Council and the property owner regarding these issues. I also request any internal council communications, reports, or assessments related to this issue, including any records of inspections or planned actions.
