1) How many horse-related incidents are you aware of on our roads over the past 3 years?
Over the last 3 published years (covering the period 2019-2022) there have been 17 recorded personal injury collisions involving ridden horses. In the last provisional, unpublished year (2023) there are currently two known personal injury collisions that involved ridden horses.
2) Will you be changing recommendations for the use of our roads in towns and villages by the Hunts on Boxing Day & New Year’s Day from now on, given the patent risk even the most highly trained horses can pose, made very clear by the incident involving Horseguards’ horses through London on 24/04/2024? Is this under discussion?
3) If you still believe it is safe to allow these events, will you be ensuring that Boxing Day/ New Year’s Day Hunt Meets on our roads take place this year with TPCAs and TTROs as appropriate in light of the Horse Guards incident in London on 24/04/2024?
In response to Question 2 and Question 3, Devon County Council holds no recorded information concerning recommendations about the use of horses on roads in towns and villages following the incident involving Horse Guards’ horses in London on 24/04/2024. Relevant information is contained in the Highway Code. Applications for any Temporary Traffic Regulation Orders (TTROs) for those organising Boxing Day hunt meets will be assessed on a case by case basis.
