Rifford Road Cycle Route

1. Please provide a copy of the third and final Road & Safety Audit (3) undertaken on the Road, Cycle route and pedestrian pathway for the Rifford Road Cycle Route, in order for the cycle route to be opened and used.

This audit process has not yet been completed.

2. Please confirm the date, and company name who conducted the Road safety audits (who possess the necessary qualifications and experience).

The Road Safety Audit was carried out on Thursday 8th April 2025 between 7:00pm and 8:30pm

The audit was carried out by a team from WSP who are independent from the design team. Both members of the Road Safety Audit Team who carried out the audit have the relevant training, skills and experience recommended for Road Safety Audit Team Leader and Road Safety Audit Team Member in accordance with the guidance stated in GG119.

3. Please confirm that the Road Safety Team (site visitors) were provided with a copy of the full questions and action requested by the RNIB member resident and her companion from the meeting with Cllr Stuart Hughes and the DCC Planning team, held on the 10th April 2025 at County Hall.

The WSP design team were forwarded the meeting notes following the meeting with the RNIB member, the Exeter resident, and Cabinet member Cllr Hughes on 10 April 2025.

They were also sent a follow up note with additional points raised by the Accessible Streets group. This was also shared with the Road Safety team.

They were specifically asked to take on board the points raised from people with visual impairments.

4. Please confirm any identified potential safety hazards and recommend solutions to minimize risks for all road users, including vulnerable users like cyclists and pedestrians.

The audit process has not yet been completed, this detail can be shared when the audit has been reviewed and signed off.

5. Does the road and safety audit 3 need to be undertaken and signed off with any remedial actions undertaken before the cycle path should be opened and used?

No this is not a requirement. The audit is not a technical inspection, it provides recommendations that are considered within the broader context of the scheme. Any points identified in the report are suggestions to enhance safety and are not mandatory actions that must be completed before the cycle path can be opened.
