Resurfacing Plans and Prioritisation Criteria for Exeter City Centre Roads

I am requesting the following information:

1. A copy of the most recent resurfacing or road maintenance plan for Exeter City Centre, including schedules, timetables, or programmed works from 2023 to 2026.

The Council cannot disclose personal information if releasing it would contravene any of the provisions in the Data Protection Act 2018. In this instance release of this information would contravene the first data protection principle and therefore the information is withheld.

2. The criteria and scoring system or assessment process used to determine which roads are prioritised for resurfacing or maintenance. Please include any internal documents, guidance, or scoring rubrics used by highways officers.

Roads get identified for patching or surface dressing as part of the Local Asset Capital Programme (LACP). This scheme uses a three-pillar approach to determine which roads are prioritised for treatment:

1) Nominations from the Parish or Ward

2) Devon County Council’s asset management plan

3) Recommendations from the local Highways Officer

The top three priorities from each Parish or Ward are reviewed and assessed based on a range of factors. These are then considered alongside submissions from all Parishes within the Electoral Division, and sites are selected for treatment, subject to available funding.

3. A list of streets within Exeter City Centre that are currently:
Scheduled for resurfacing or major repairs
Under consideration for future works
Not currently prioritised for any planned maintenance

There is no further information held by Devon County Council.

4. Please confirm whether
Fore Street is currently included in any upcoming resurfacing or maintenance plan, and if not, the reason why.

The roads in the Fore Street area have been inspected over the last 5 years as part of a broader assessment linked to the ‘Doing What Matters’ project. The last inspection on Fore Street was on 11/06/2025 and it was assessed as a LACP Rating of 2 . This involved collaboration between the Parish and Ward Councils and Devon County Council Highways to prioritise road repairs. Fore Street was not selected as one of the top three priorities at that time and is not currently scheduled for additional works for the foreseeable future. Devon County Council will continue to meet its obligations under the Highway Safety Policy.

Our Highways safety inspectors will continue to inspect the surface of Fore Street. Any safety defects identified will be recorded and repaired in accordance with Devon County Council’s Highway Safety Policy.
