1. With regards to the Queen Street Enhancement Scheme, how did you consult with the traders?
A consultation was held by Teignbridge District Council in June 2020. The details and outcomes of this consultation can be viewed online here Queen Street pedestrian and access proposals.
A joint consultation was held by Devon County Council and Teignbridge District Council in April-June 2022. The details of the consultation can be seen in section 3 of the Consultation Report, which can be viewed online here Queen St Newton Abbot Consultation Report.
The Traffic Regulation Order was advertised in October – November 2022. The details and outcomes of the Traffic Regulation Order statutory consultation can be seen in the report by the Director of Climate Change, Environment and Transport presented to Teignbridge Highways and Traffic Orders Committee in June 2023, which can be viewed online here Newton Abbot, Queen Street – Pedestrian Enhancement Traffic Regulation Orders.
2. The traders that were national retailers, did you contact them through their head office?
Traders were directly contacted by letter drop to local business premises rather than to head offices. Addresses within the area defined in Figure 3.1 in the Consultation Report were contacted by letter prior to the commencement of the April – June 2022 consultation. Businesses within the area defined in Figure 3.1 received a Business Update Leaflet prior to the commencement of the April – June 2022 consultation.
3. Did any of the national retailers respond to your consultation?
The Consultation Report sets out the responses to the April – June 2022 consultation. It details that 46 Business Questionnaires were completed with 23 businesses located within the scheme area i.e. on Queen Street west of The Avenue. 10 of the 46 businesses which responded to the 2022 consultation were national retailers i.e. have retail sites beyond Newton Abbot.
The report by the Director of Climate Change, Environment and Transport presented to the Teignbridge Highways and Traffic Orders Committee in June 2023 sets out the responses to the three Traffic Regulation Orders advertised in October-November 2022. It states that 49 representations were received, and Appendix 3 details the individual submissions, including the names of the businesses where they were provided in the submission.
4. Were all retailers aware that you proposed a 10 metre length restriction on Queen Street at all times?
Appendix 1 of the report by the Director of Climate Change, Environment and Transport to the Teignbridge Highways and Traffic Orders Committee in June 2023 shows Orders 6018, 6019 and 620 which were advertised between 27 October and 17 November 2022. These plans detail the length restrictions proposed as part of the Traffic Regulation Order.

The advertisement of the Orders included a notice in the local paper and a letter drop to nearby businesses and residents.
5. Please could you send the comments of all the retailers that responded.
Chapter 5 of the Consultation Report sets out the themes of the comments provided by respondents, including businesses, during the April-June 2022 consultation.
Appendix 3 of the report by the Director of Climate Change, Environment and Transport presented to the Teignbridge Highways and Traffic Orders Committee in June 2023 shows the responses received during the statutory consultation, including from businesses, for TROs 6018, 6019 and 6020 advertised in October-November 2022.
