Polsloe Road Traffic Counts

I would like to know the results of the 28/09/2023 24-hour count of vehicle movements on the central section of Polsloe Road (Gladstone Road to Park Road), taken as part of the data collection process for the ongoing Active Travel trial for Heavitree and Whipton.

This information is exempt from disclosure under Section 22 of the Freedom of Information Act (Information Intended for Future Publication) 

Devon County Council can confirm the requested information is held but we intend to publish a fuller breakdown of data before the end of June following the conclusion of the Statutory Consultation in May. Releasing these figures could unfairly bias the trial outcomes. Given the publication date is imminent and in line with accepted practices, it is reasonable to withhold this information. 

The Council has considered the public interest in releasing this information and recognises there is a public interest in openness and transparency. However, there is a stronger public interest in not releasing figures that could unfairly bias a trial outcome.  

Therefore the balance of public interest weighs in favour of withholding this information from disclosure.

This spreadsheet shows that the average 12-hour total vehicular count recorded on Polsloe Road between Gladstone Road and Park Road on 28/09/23 was 7,818.

As is standard for Manual Classified Counts (MCCs), the September 2023 MCC on Polsloe Road covered the 12-hour period from 07:00 to 19:00, rather than 24 hours.
