We have interpreted your request to refer to Control of Substances Hazardous to Health (COSHH) permits to work. The requirement for obtaining COSHH Permits to Work rests entirely with the supply chain whereby the contractor has an obligation under the contract to ensure all hazardous substances comply with COSHH. We as the client can subsequently ask the contractor to demonstrate such compliance by asking them to produce the necessary documentation. Other than at the tender evaluation stage Devon County Council will not require the contractor to produce these documents each time for regularly used hazardous substances. Of the work delivered by the Asset Delivery Team any hazardous substances used in the delivery of the works will be controlled through standard procedures within the supply chain for the specific substances. This requirement is incorporated within the respective conditions of contract for the relevant supplier and where required the contractor will be instructed to demonstrate the procedures in place. Where used its application should be risk assessed and documented through a detailed Method Statement which will incorporate any impacts the substance will have on the environment.
