5. The number of PCNs appealed that cited confusing or unclear signage as the reason for appeal.

Compliance with this request would exceed the appropriate cost limit under Section 12 of the Freedom of Information Act 2000 which is £450 or 18 hours of officer time. Mitigation such as “unclear signage” is submitted in free text format and is not a searchable statistic, therefore we would have to check over 28,000 appeals to see if this was a reason and at a minute at a time, this is 28,000 minutes and 466 hours.

Under the Act, there is a duty to provide advice and assistance as to how a request can be refined to fit within the appropriate limit. Unfortunately, due to the way the data is held, this is not possible for this request.
