Pedestrian crossing located on the B3236 at the junction of Bay View Road, Northam

I require full disclosure of information relating to the ‘beeping pedestrian crossing’ that is located on the B3236 at the junction of Bay View Road, Northam, Devon during 2021 and 2022.

I require the following information in relation to this pedestrian crossing.

1) I require fully disclosure of this pedestrian crossing inspection record and maintenance schedule for 2021 and 2022.

2) I require full disclosure of all notifications to Devon County District Council during 2022 that this crossing was not fully operational, whereby, pedestrians could not use this crossing to cross the B3236 safely to visit either Northam surgery or Boots (Northam) chemist.

DCC were notified of three instances of faulty operation during 2022. Please see this DCC webpage for further details.

3) I require full disclosure, as to any reasons why this crossing was not fully operational during 2022.

As far as we are aware the signals were fully functional and available for use throughout 2022, except:

During the three faults referred to above, and between  24th and 26th January, when the old signals were removed and replaced with new. A portable signal controlled crossing was in place during these works.

4) I require full disclosure of the dates and nature of any repairs that may have been carried out on this crossing during 2022.

5) I require full disclosure of the dates when this crossing was fully operational, after repairs were carried out.

The crossing was unavailable during the upgrade in January and during the 3 faults referred to.

Between the 24th and 26th January the crossing was unavailable during upgrade, but was covered with a portable crossing during this period

Fault 05.07.2022

The crossing was unavailable from an unknown date. See pages 1 and 2 of this DCC webpage for further details.

The fault was recorded by DCC at 13:03 on 5th July. It was attended at 15:27 on that day, and a faulty component identified. The site was reattended on the 8th July, a replacement part fitted, and the fault cleared at 10:20 on that day.

Fault 10.26.2022

The crossing was available for use. Two push buttons were jammed on, so a permanent demand was in place so causing the crossing repeated change in favour of pedestrians for no reason. See pages 3 and 4 of this DCC webpage for further details.

The fault was attended and cleared at 10:00 on 28th October.

Fault 10.27.2022
