I am seeking to understand if any Section 106 highways contribution has been sought from new development along Old Bideford Road, Barnstaple, towards the upgrading of Public Right of Way Footpath 17. I have reviewed the S106 Agreement associated with planning
application reference 53881 (Land at Tews Lane), which included a highways contribution of £800,000 towards footpath/cycleway improvements within the local area including Tews Lane; improvements to the roundabout junction at Roundwell/Gratton Way/Old Bideford Road; and; Public Transport. I would be grateful if you could confirm the amount received by DCC to date and detail what and how these amounts have been expended (including whether any monies has been spent on the upgrading of Public Right of Way Footpath
17).
With indexation a total of £864,541.83 was paid by the developers in 2020.
£204,776 has been used to pay for the improvements at Roundswell Roundabout in financial year 2019/20.
£145,000 will be used for the footway aspect of the current scheme being built on the A3125 between Gratton Way and the A39.
£505,751.37 has been used to pay for the Cedars Roundabout Crossing scheme completed in 2024.
£9,014.46 remains (was earmarked for Cedars but doesn’t look like it is required).
None of this money has been used on Public Right of Way Footpath 17, or any other public right of way, and there are currently no intentions to do so.
