Devon County Council believes compliance with these requests (Q1 and 2) would exceed the appropriate cost limit under Section 12 of the Freedom of Information Act 2000 which is £450 or 18 hours of officer time. Ofsted isn’t recorded as a referral source specifically, so a manual search of all the referrals would be required. For 2022 alone this would be 7000 referrals, at 10 minutes per record that is over 1000 hours of work. Under Section 16 of the Freedom of Information Act we have a duty to provide advice and assistance as to how this request can be refined to fit within the appropriate time limit. However, due to the way the information is held this is not possible.
