I am writing to request information under the Freedom of Information Act 2000 regarding the issuing of Penalty Charge Notices (PCNs) within your authority’s jurisdiction during the period January 1st 2024 to November 2024.
Specifically, I would like to request the following information regarding PCNs for the same time period:
1.Date of the offence was committed
2.Vehicle Registration or Make/ Model
3.Street/ Road where PCN was committed e.g. Upper Parliament Street
4.PCNs by Category/Violation Type (e.g., parking, bus lane, etc.).
5.Penalty status: Whether it has been paid, is being appealed, has been passed on to third party etc.

Please note, vehicle registration numbers are exempt from disclosure under Section 40(2) of the Freedom of Information Act 2000 (Personal Data).
Devon County Council can confirm the requested information is held; however, the Council cannot disclose personal information if releasing it would contravene any of the provisions in the UK General Data Protection Regulation. In this instance release of this information would contravene the first data protection principle and therefore the information is withheld.
Furthermore, we do not record the model of the car, just the make.
