Local Government Reorganisation Support

I am writing to you under the Freedom of Information Act 2000 to request the following information in relation to your authority’s preparation for, or delivery of, Local Government Reorganisation (LGR):

  1. Contracted Support
    o The name of any staffing agency, consultancy, or external organisation contracted to provide staffing or consultancy support for the preparation for, or delivery of, LGR.
    o A description of the scope of each such contract (e.g. programme management, financial modelling, HR transition, ICT systems, communications, etc.).
    o The length and term of each contract, including start and end dates.
  1. Capital Counsel trading as Future Local – support and advisory services to assist Devon County Council (DCC) in the development and submission of its Local Government Reorganisation (LGR) proposal. 17th February 2025 to 28th November 2025.
  2. DCC commissioned Jason Vaughan to provide LGR financial modelling support for a flexible number of days between 8th April 2025 and 28th November 2025.
  3. DCC commissioned Sellick Partnership and Venn Group for the provision of legal advice relating to the submission of the LGR business case between 20th January 2025 to present.
  1. Future Capacity and Skills Planning
    o If no external company has been contracted, please provide details of any plans, strategies, or approaches the authority intends to use to secure the capacity and skills required to deliver LGR (e.g. secondments, internal redeployment, shared services, or future procurement exercises).

Resourcing and planning of the LGR implementation stage is currently being scoped. Details of the planned approach to implementation and transition, including resource considerations, are set out within our published Business Case.

    * Any other information, documents, or published material that would help me understand how the authority intends to resource and manage the LGR process. This may include procurement notices, role specifications, or programme governance structures.
