I am requesting information about the use of Learning Management Systems (LMS) or Virtual Learning Environments (VLE) by your organisation and, where information is readily available, any associated departments, service units, or partner organisations delivering education, training, or learner support under your authority.
If this request applies to multiple organisations under your remit, please prioritise the core organisation and indicate which others also operate an LMS/VLE platform.

Current LMS/VLE Usage
a. What Learning Management System(s) or e-learning platform(s) are currently in use?
Our corporate Human Resources Learning Management System is Learning Pool.
b. If Moodle or Totara is used, which version is currently implemented?
N/A, Devon County Council does not use either of these.
c. What are the primary use cases for your LMS/VLE (e.g. internal or external teaching to parents/teachers, staff training, compliance, Continuing Professional Development)?
Mandatory training for staff via e-learning, course booking and signposting to other self-learning material.
d. Approximately how many unique users (staff and learners combined) logged into the LMS/VLE at least once during the most recent academic year?

Hosting and Support
a. Is your LMS/VLE hosted on-premise, in a private cloud, or provided as SaaS?
Cloud based.
b. Is the platform supported by internal teams or by an external provider? If external, please name the support or hosting partner.
We have system administrators that manage basic system development with our existing functionality.
Procurement and Oversight
a. What are the current contractual arrangements for your LMS/VLE (e.g. start/end dates, and any optional extensions)?
1 August 2024 to 31 January 2025. An extension period is available.
b. Through which procurement method or framework was the LMS/VLE acquired (e.g. G-Cloud, direct award)?
This is not known as there is no documentation available due to time lapsed since the start of the contract, therefore this information is no longer held by Devon County Council.
c. Which department, team, or individual is responsible for managing the LMS/VLE and digital learning strategy?
People and Culture, Devon County Council.
Future Plans
a. Are any reviews, tenders, or procurement activities related to LMS/VLE systems planned within the next 24 months?
We have arranged a contract extension with the existing supplier to provide additional time to undertake a procurement process.
Integration and Strategic Links
a. Is the LMS/VLE integrated with any other systems (e.g. student records, HR, CRM)? If so, please list them.
There is an integration between our Human Resources Management System, iTrent and also Metacompliance.
b. If held, please confirm whether the LMS/VLE is referenced in any institutional strategy or documentation (e.g. digital transformation, skills development, compliance reporting).
It is part of our People Strategy and other internal guidance for managers and employees.
