Please provide the councils current policy on selection and appointment of scrutiny committee chairs and audit committee chairs. The annex of the Scrutiny Procedure Rules contained within the Councils constitution detail the policy on the selection and appointment of committee chairs:
1. Chairs and vice-chairs of scrutiny committees will be appointed at the annual meeting of the Council.
2. The positions of chairs of scrutiny committees may be filled by members of minority groups and the positions of vice-chairs of such committees by members of the majority group, at the discretion of the Council.
The chair of the audit committee is appointed by the Council at its annual meeting.

Of the 3 scrutiny chairs, 2 are members of opposition parties, so the figure is 66.6%.
As the current chair of the audit committee is a member of the administrations party, the figure is 0%.
