Honiton Road Manhole Cover Repairs

1. Works have recently been undertaken on Honiton Road in relation to a manhole cover. Please provide a timeline of those works.

15:42 17/09/23 Information passed to contractor to attend site and make safe with traffic management.
16:27 17/09/23 Council contractor attended and apparatus identified as South West Water (SWW) owned. Details passed to SWW.
AM 18/09/23 Council enforcement officer contacted SWW, who initially attend the site.
PM 18/09/23 SWW advised officer of potential chamber/frame damage requiring investigation and a fix.
18:31 20/09/23 SWW attended and set up traffic management, adopting responsibility for the site.
08:44 21/09/23 SWW raised immediate (urgent) works permit with the Council.
09:35 21/09/23 Permit granted.
10:42 21/09/23 SWW requested by the Council to ensure manual control of the temporary lights 07:00-19:00hrs.
11:36 21/09/23 SWW added a condition to permit signifying manual controls.
13:35 21/09/23 Change to permit with added condition granted.
16:47 25/09/23 The Council requested prompt completion of SWW works due to congestion and public representations.

2. What caused a delay to its permanent fixing?

Some delay was experienced due to the volume of incidents arising with SWW and resource availability following the poor weather.  Following the fix and reinstatement of the road a period of 24 hours is required for materials to cure, before the road could be reopened.

3. Was this issue delegated to a contractor?

SWW is the responsible for the works. They are the statutory undertaker and owner of the apparatus. SWW use Kier Group Plc as their works contractor.
