Regarding records of complaints, Devon County Council does not record complaints against specific roads, but rather against the specific team involved in the work complained about. We would therefore need to read all highways related complaints received in the 2 year period in order to ascertain whether any complaints referred to that stretch of road. A conservative estimate is that there would be 520 complaints to review. At 5 minutes each, this would take in excess of 43 hours to complete and therefore compliance with this request would exceed the appropriate cost limit under Section 12 of the Freedom of Information Act 2000 which is £450 or 18 hours of officer time.
Under the Act, there is a duty to provide advice and assistance as to how a request can be refined to fit within the appropriate limit. Unfortunately, due to the way the data is held, this is not possible for this request.
